First, accelerate the development of applied technologies, encourage enterprises to cooperate with research institutes and universities to carry out relevant product design and technology research and development, and expand the application fields and market of graphene. Second, promote the first batch of industrial application demonstration, support a group of enterprises with the leading role in the industry to realize the first application in key areas of demand, build a market-oriented operation mechanism suitable for various applications, and build a group of high-level demonstration projects.

Third, relying on relevant associations, societies, industry alliances or enterprises, accelerate the formulation of process standards, testing standards, product standards, etc., actively participate in the formulation of graphene international standards, accelerate the internationalization process of graphene standards, transform graphene r&d advantages into industry standards advantages, and master the voice of industrial development. Fourth, most graphene application technologies are in the pilot stage, and the market prospect is uncertain. Once the mass production is carried out, the price will fall, and even technology diffusion will lead to vicious competition in the industry. It is necessary to establish and improve industry norms, and realize the organic integration of R&D, production, and commercialization.

China should further increase the intensity of financial support. We will strengthen the development of independent intellectual property rights. First, strengthen graphene patent analysis and strategic research, intellectual property protection mechanism research, and build an industrialization-oriented graphene patent pool. Second, we will support the development of projects with independent intellectual property rights, encourage relevant institutions to apply for international patents through the PCT channel, and strengthen the distribution of overseas patents. Third, strengthen industry-university-research cooperation and technology transfer in the bottom-up approach to graphene preparation, semiconductor device application, and equipment, and guide and support equipment patent and application patent applications, and form a large-scale patent application layout.
